Here is where you need to watch out. You can unlock any card in any playthrough, as long as you trigger the legacy story-line by clearing out all the plague hearts, and completing those quests. You can use characters that were in that legacy game in any fresh game. You then get a legacy card and start fresh. The Leader's type will determine which facilities will become available and also the Leader's legacy. Choosing a leader will unlock a Leader Project, a large Facility upgrade, and one small Facility upgrade for building. To do so, you must achieve Hero standing with one of your community members first.
